Salt is a mineral that is indispensable for human life and is a necessity. At the time of the Russo-Japanese War a large amount of cheap salt from overseas began to be imported and at that time Japanese salt was poor in quality in comparison. It was said that the survival of Japan’s salt industry was in jeopardy as it was at that time so the state stepped in and started a monopoly system to improve the technology of the salt industry and secure its financial resources. From there the state controlled the sale of salt and a store with permission took received an enamel sign to show licence. This lasted from 1905 to 1997.
